Medical malpractice claims haven't been growing, despite popular belief. According to testimony in Congress the number of medical malpractice claims hasn't spiked. On the contrary claims have dropped 15 percent between 1999 and 2008. So why are politicians passing laws that lower the amount of money a victim can get from a negligent doctor?
