Car passengers’ lives are literally in the hands of the people driving. Anytime a person behind the wheel is impaired by drugs or alcohol, the risks to the health and safety of everyone else in the vehicle increase significantly. Sadly, that danger became a deadly reality for one man in Virginia Beach.
